Quote about US navy aid?

A little while after the Indonesia quakes a Governor (I think) made a statement about how United States battle ships are not just for war. They can be used for humanitarian purposes. In the quote he made a few references to how many people a naval ship could feed, house in the infirmary, and overall care for. I am trying to find that quote. No I am not just looking for the stats I want the whole quote. I can find the stats but the quote is what I am really looking for. thanks in advance.
